I am looking to design a 21x21 grid with the "reveal" being a 21 letter phrase.  In general, and following the parameters for those sites that may accept a puzzle of this size for publication, how many other 21 letter phrases should I have, and at what length should the other entries be?  Right now I have a bunch of 11's but I feel like the true newbie I am. Thanks

You could have another 21 in row 3, or just the one in the center row. No particular rules about the length of the other themers.
