Some Nits to Pick:
Armed to the max   SAFEST [it’s not how many guns you have but where you are which determines one's safety]

Make the most of   USE  [the clue is too specific for the answer --- to use something does not suggest maximum efficiency, merely deployment.  While it is possible to use something and by so doing use it maximally, the term needs a modifier to suggest that it was used so.  For example, my merely using a saw does not in any way suggest that I made the most of the saw.
