Possible Title: Dog-On-It

Good Ones:
Place for Sundance   ETTA [Etta Place was the girl in the movie]
Dragnet users   SEINERS
Stock phrase   ATPAR
Flag carrier   REF [for fouls]
Theme: Dog breed names joined to words making the sound of new words or phrases
Powerful dog that loves a Passover staple?   MATZOROTTIE [“rottie” is a nickname for Rottweiler]
Engages in toy dog smuggling?   SNEAKSAPEKE [“peke” is a Pekinese]

Some Nits to Pick:
ESSA  [I'd go with "Cont add-on?" (as in contract abbr.)]

RATING:   ;D ;D Three grins = Loved it; Two grins = Enjoyed it; One grin = A bit bland for my taste; One teardrop = Not much fun

I have one nit to pick.  I would like answers that are time zones, in this puzzle's case CST, to be seasonally specific.  Currently St. Paul's time zone is CDT.

So would you clue CST:  "Winter time in St. Paul?"  It does seem an improvement because of the two words replacing "wintertime."  And it works for "summertime" when the answer is CDT.
