Question on cluing etiquette

i remember reading a discussion long ago about a certain rule for cluing. i think it was agreed that it is not correct (fair) to clue the general when the particular is the solution. for instance, cluing snakes when the solution is cobras, etc.
does anyone recall the discussion and the examples given?

Generally, I think the clue is supposed to narrow the general to the particular. For example, if cobra is the answer, then the clue should be "type of snake.
