Stylistic question on cluing fill in the blanks

Hi all,

I have always been unsure of the agreed upon stylistic format for fill in the blanks (FITB). For example, I have answer AKITE and clue ["High as ---"]

My answer is technically two words, but would I just enter one dash as I have, versus ["High as --- ---"]

Secondly, are quotation marks appropriate in this?

Most venues use either __ or ___ (2 or 3 underlines) for FITB - check their puzzles to see which they prefer. Quote marks not appropriate for your example because it's not a title of something or a quote, just an idiomatic phrase.
