based off of Billy Joel's "We Didn't Start the Fire."
Basically, I would take each word, and work it into a clue or the grid. And if it's a phrase, it'd either definitely be a clue, or made into a one-word answer.
Think it would work?

I know all of the words to that song ;D (and have thought about doing this theme myself).
But in my opinion, that would either be overly large and complicated and/or asymmetrical and/or inconsistent and/or near impossible. Not to discourage you or anything...
Maybe you could have just a few phrases from the song and clue them like this:
If the answer was CHARLES DE GAULLE, the clue would be "...Lebanon ___ California baseball..."
I hope I helped.
