Is 9 letters too short for a theme entry? I've got a puzzle I'm working on with 4 9-letter entries that I could make 10 by pluralizing, but that feels like a bit of a cheat.

The only publisher who specifies a minimum number of theme squares to my knowledge is LA Times, at 35, so you're fine there. Arbitrarily pluraluzing them would probably not be a good, idea, as you surmised.
