The best clue was theme related --- "Histopric birth announcement" for THEDECLARATION OFINDEPENDENCE.  And just for good measure, the grid contains PATRIOTIC and FIREWORKS.

Kids I've known said "ouchy" for a hurt.  OWIE sounds like a Limey's reference to TV star Mandel.
