-- does Rich Norris respond to every submission (or only which he accepts)
-- how many days Rich Norris takes to respond to submissions....

1. Dunno.  I doubt it.
2. Almost exactly 30 days in my case, twice, FWIW, one with yes and one with no.

Rich as always responded whether it's an acceptance or rejection. His response is around 4 weeks.
