Doubles of small words?

Hi, first time here. Have been constructing puzzles since eighth grade but have never looked into getting the published.

Going through one of my oldies, I always knew the rule not to repeat doubles, but I see in one of my puzzles I have a phrase with the word to (to end) and the word onto. is that a problem? how about into?

Also, if that is a problem, how about Dunno and "No Parking", is the no in dunno a problem?

Third question, is it ok if two partials intersect? and what is the limit on partials? If I can clue a partial as a full phrase, would that be acceptable?

"Dunno" and "no parking" is not a dupe because "dunno" means "don't know" and the not and no are not dupes. Generally, words that would not be capitalized in a title are considered "little" words and most (but not all) editors allow dupes of those.
