THEME:   first word of five phrases begins with F, the second letter with a vowel in a,e,i,o,u order, respectively
   
GOOD ONES:    
Waist bag  FANNY PACK [sounds like "waste bag"]   
Pen name   BIC   
They may be done by ones who have gone too far   UEYS [it's always a challenge to guess how this word will be spelled]   
   
BTW:   
Speaking of "Old hat," this puzzle has a definite 40's - 60's cast:   
"Popeye's creator Segar"; NATCH; FINK OUT; IKE Turner; NO NO Nanette; "Hula Hoop et al.; ODETS
