Contests with no ultimate winner, hopefully   ARMSRACE [that depends on one's political opinion.  If one is a John Lennon "one world" dreamer, perhaps.  If one is an American, no.  In any event, arms races do have winners: who has the best weapons wins and is least likely to be attacked.]   
   
Inclined to believe   OFTHENOTION [I am of the notion that this clue and the last clue are weak; I am not "inclined," which suggests some tentativity.]   
   
Don't know why ELIOT was clued by Spitzer, a disgraced politician, when there are so many better clues available involving T.S. Eliot.
