THEME:   kinds of "lines" redefine popular phrases
   
GOOD ONES:    
all the theme clues are clever especially:
Borderline?   PAPERS PLEASE   
Neckline?   KISS ME YOU FOOL   
Unemployment line?   YOU'RE FIRED (clue has two words)    
Art to dye for?   TAT ( tough without "Abbr.")   
What John has and Joan does not   SHORT O (admittedly not my first guess)   
   
BTW:   
Two Italianate entries:  TUSCANY and SEI.  Could've had three if OZZIE were comapared to Hall of Famer Phil, a better player than Pee Wee.
