GOOD ONES:     
Light lunch {& theme}   TOSSED SALAD [in a way the letters are tossed]   
Reading in an unruly class?   RIOT ACT [I thought "minimal"]   
For hire to sire   AT STUD [like the lilt]   
Roman numeral?   TRE [Latin & Italian for three]   
   
BTW:   
Bottom-of-the-line   CHEAPO [needs "El" to complete the idiom]   
   
A Gallic cocktail ...   
Toi et moi   NOUS [at least the clue is also French]   
His, to Henri   SES   
La Tour de France time   ETE   
   
... with a Northern twist   
Glaswegian's "Gee!"   OCH   
Time, in Germany   ZEIT   
   
Five totally foreign expressions lessens my appreciation of the puzzle.
